Tali, every municipality is required by law to have a 24 hour hotline to report these things (article 2a(b)), and they must enforce the law. If they fail, you can call the police (yes, 100). Don't give up! If we pass the next few months without the law being enforced, it will establish itself as the norm again...

You can start by naming and shaming - what is the name of said establishment?

Shame I wasn't there - I'd have yelled at the manager so loudly he would have preferred confronting the smokers than deal with an insane individual like me.

Yes, we actually did call the police...
You should go! Lenon Sushi and Tapas Bar, above the Paz gas station in Kfar Monash (past Beit lid, on kvish 4). It's actually a great place... only has that "1" problem...

Ah, I don't get that far into the northern provinces... :)
Anything north of Herzliyah or south of Jaffa is a "weekend excursion" for me.
